Past Presidents: Fernando J. Rivero (2014)


Fernando Rivero has been a member of the Hispanic Bar Association of DC (HBA-DC) since the late 1990s.  He has served in various capacities, including Vice-Presidents of Internal and External Affairs and Chairperson of the Endorsements Committee.  Mr. Rivero served as HBA-DC President in 2014.  He represented HBA-DC on the Hispanic National Bar Association (HNBA) Board of Governors from 2010 to January 2015.

At the HNBA level, Mr. Rivero served as Chair of the HNBA DREAM Initiative Task Force, which was charged with promoting the DREAM Act among state jurisdictions.  The work of the Task Force resulted in the introduction of a model resolution in the state legislatures of Texas and Arizona calling upon Congress to pass the DREAM Act.  The Council of the District of Columbia unanimously introduced and passed the model resolution.


While serving as HBA-DC President in 2014, Mr. Rivero served as Honorary Co-Chair of the HNBA Annual Convention, which was the product of a partnership between HBA-DC as the local affiliate and the HNBA.  The Convention, which took place in Washington, DC on September 10-13, 2014, set fundraising and attendance records at the time for an HNBA annual convention.


Mr. Rivero has been an Assistant Attorney General at the Office of the Attorney General for the District of Columbia since 2005. Mr. Rivero currently practices civil prosecution in the Attorney General's Civil Enforcement Section, representing approximately a dozen government agencies and enforcing their legal mandates through litigation in Superior Court, the Office of Administrative Hearings, and various Boards and Commissions.  His work includes the areas of alcoholic beverage regulation enforcement, civil forfeiture, False Claims Act prosecution, education licensure regulation, health professional licensing discipline and criminal prosecution, Wage Hour Act litigation, and securities, insurance, and zoning enforcement.

Prior to his work at the Attorney General's Office, Mr. Rivero was Chief of Staff and Legislative Counsel to Councilmember Jim Graham in the Council of the District of Columbia.  His work at the Council work included legislation to establish Business Improvement Districts, strengthen the District’s Human Rights Act to protect against discrimination based on genetic information, and expand government services to immigrants through the Language Access Act.

Mr. Rivero also served on the Board of the Spanish Education Development Center, a non-profit organization benefitting the immigrant communities through education and the provision of child care services.  He received his J.D. from Georgetown University Law Center in 1998 where he served as President of La Alianza Del Derecho, the Latino law student organization.
